Message From the Board

Thank you to everyone who attended our recent HOA Info Session & Meet and Greet. For those who couldn’t join us, we are sorry we missed you, but we wanted to share a summary of what was discussed, highlight important takeaways, a, provide the presentation from the meeting (attached), and outline what’s ahead for our community.

Before we dive in, thank you to those I had the chance to speak with—your support and kind words are truly appreciated. I may be new to the neighborhood, and unknown to many, but I’m fully committed to the long-term success and growth of our neighborhood.


🧑‍💼 Board Update
We’re pleased to introduce Jason Holland as our new board member. Jason brings 9 years of HOA leadership experience and a background in technology and project management. He joins Jeff Siegel on the board, giving us homeowner representation on the board. Jeff continues to hold two of the three board seats.

Our goal is to bring structure, improve communication, and serve with transparency and accountability.


📬 Communication Improvements
We heard loud and clear that communication has been a major concern. Residents have experienced delays and unclear follow-ups from our management company, PMG. To address this:

• A 48-hour response standard for homeowner communication has been established. *As a note- if you reach out after 5 Pm on Friday, you will not receive a response until the next business day- Monday before end of business.
• A new Board of Directors email (boardofdirectors@starlightranchtxhoa.com) sends messages to Jason, Jeff, and PMG to ensure visibility and follow-through.
Quarterly HOA meetings will be scheduled and hosted virtually via Teams or Zoom for easier participation.
• A quarterly newsletter will launch soon to keep everyone informed.


💰 Financial Overview
Here’s where we currently stand:

169 homes x $420/year = $70,980 in potential income.
$16,000 in unpaid dues is causing a negative variance and limiting project funding.
• Top costs:
o Landscaping: $20,000
o Management fees: ~$13,000
o One-time road repairs: $14,000
Cash on hand (as of 3/31): $9,941

Action Needed: If you haven’t yet paid dues, please do so as soon as possible to help us meet obligations and maintain the neighborhood.


🛠️ Maintenance & Infrastructure Priorities
Urgent needs discussed include:

Bar ditch erosion needing vendor repairs
• Falling or missing street signs
Lighting repairs at the front entrance, currently being reviewed by an electrician
• Ongoing talks with Commissioner Rick regarding poor road conditions leading to our community


🧭 Short- & Long-Term Goals
Short-Term:

• Improve resident communication
• Address immediate maintenance concerns
• Form resident committees (landscape, safety, finance, social, etc.)

Long-Term:
• Explore gated entry (significant investment)
• Build a reserve fund for larger projects and emergencies
• Commission a reserve study to guide 3- to 7-year planning for shared spaces


🏡 Architectural Reviews
Jeff and Jason are currently handling all requests with a 3–5 day turnaround, upon submission of complete required documentation. The goal is to expand the Architectural Control Committee to improve process speed and transparency.


🚧 Violations & Resident Concerns
Residents voiced frustration with unclear enforcement and communication. Examples included fines issued during hardship without context or response. PMG has been asked to:

• Improve the accuracy and timing of enforcement inspections
• Communicate clearly with homeowners about violations and timelines


👥 Get Involved
We’re asking residents to:

Volunteer for a committee—whether it’s landscaping, communications, social events, or safety
Support cleanup efforts and contribute ideas for improvement

Even small contributions help build the kind of neighborhood we all want to live in.


📌 Action Items & Follow-Ups

Jason Holland

• Schedule next quarterly meeting
• Distribute HOA presentation slides as PDF
• Follow up with electrician on entrance lighting
• Review violations report based on issues expressed by homeowners
• Coordinate bar ditch investigations and initiate repairs where applicable
• Explore alternatives to PMG
• Review existing landscaping contract base on “mow map”, additionally seek to reduce landscape costs and expand area being maintained at more economical rates

Jeff Siegel

• Work on ditch erosion project with Jason
• Continue discussions with county officials about road conditions
• Assist with front entrance upgrades

PMG (Property Management Group)

• Improve responsiveness to meet 48-hour contractual obligation: *As a note- if you reach out after 5 Pm on Friday, you will not receive a response until the next business day.

• Address open maintenance ticket (entrance lighting request from board for pillar lights and determine electrical in median )
